Rapidly ageing populations and increased longevity has made Healthy Ageing a key focus across the world to enable people to live well and independently.

    • Ms Kara Owen CMG CVO

      British High Commissioner to Singapore

      Ms Owen has been British High Commissioner to Singapore since June 2019. Prior to that she served as Director for the Americas at the Foreign and Commonwealth Office and was Deputy Head of Mission at the British Embassy in Paris for four years. She has been awarded with a CVO (Commander of the Victoria Order) a CMG (Companion of St Michael and St George) by HM the Queen for services to diplomacy. Ms Owen has a lifelong interest in the South East Asian region, stemming from her teenage years when her parents lived in the Philippines and cemented during her diplomatic postings to Hong Kong, Hanoi and now Singapore.

      Ms Owen graduated from the University of Sheffield with a BA in History. She has a MSc from LSE in Diplomacy and International Strategy and a MSc from Cranfield University in International Human Resource Management. Alongside her diplomatic work, she has focused on diversity issues and organisational development.

      ROLE

      The High Commissioner is the UK government’s representative in a Commonwealth nation. They are responsible for the direction and work of the High Commission, including political work, trade and investment, press and cultural relations, and consular services.



      Ms Julie Taylor

      Moderator
      Healthy Ageing Specialist
      Department for International Trade

      Julie works to promote UK innovation that helps meets the need of the Ageing Society. She also works with colleagues across Europe to support UK companies to export their products and services and supports European healthy ageing companies to invest in the UK. 

      Julie is a qualified scientist who has worked as a senior executive in international business in the medical and technology sectors for over 25 years.


      Dr Adrian Hayter MBBS BSc Pharmacol AKC

      National Clinical Director for Older People and Integrated Person Centred Care, NHS England & NHS Improvement


      Dr Hayter was born from parents of Singapore and Burma who worked in London for the NHS in the 1960s. Working for his Mother’s care home, he wrote a Student Prize winning essay for the British Geriatrics Society in 1991 (the Amulree prize).

      Dr Hayter became a board member of service provider, Windsor and Ascot Primary Care Group in 1999 and took on a lead role for Older People’s Services, developing local falls services and working with the local authority on an Older People’s Partnership Board.

      In October 2019, Dr Hayter was appointed National Clinical Director for Older people and Integrated Person Centred Care, NHS England & NHS Improvement.



      Ms Charlene Chang 

      Group Director (Ageing Planning Office)
      Ministry of Health, Singapore

      Ms Charlene Chang oversees the development and implementation of the national ageing agenda to bring about the national vision of opportunities, communities, and a city for all ages. Prior to this, Charlene was the Senior Director (Transformation) at the Public Service Division (PSD), responsible for strategising and implementing PSD’s role in leading the transformation of the Singapore Public Service into a future-ready one.

      Charlene graduated from the Faculty of Law, National University of Singapore in 1999, and was admitted to the Singapore Bar in 2000. She also holds a Master in Public Management from the Lee Kuan Yew School of Public Policy.


      Mr Andy Seet

      Director, Sector and Partnerships Division
      Agency for Integrated Care

      As a leader in the senior management team in Agency at Integrated Care (AIC), Andy drives engagement efforts and development of partnerships to build a vibrant care community in Singapore. He works closely with the community care providers, government agencies, corporates, foundations and philanthropy organisations to support the Community Care Sector so that seniors can live and age well in the community.

      Prior to AIC, Andy was Director of Community Networks for Seniors (CNS) at AIC where he worked with various stakeholders to jointly engage and support seniors at home. CNS aims to develop a strong community-based support system to complement family-based support to keep seniors well and help them age gracefully.

      Mr Andy Seet graduated from the National University of Singapore and UCLA Anderson School of Management and has over 10 years of experience in the healthcare sector.


      Mr Nic Palmarini

      Director
      UK's National Innovation Centre for Ageing (NICA)

      At the UK’s National Innovation Centre for Ageing (NICA), Nic Palmarini helps co-develop and bring to market products and services that enhance and improve all aspects of life for our ageing societies.

      Nic holds a decade of experience in research on supporting older adults’ autonomy and independence, leading a global team to develop Human Activity Recognition techniques dedicated to older adults based on AI applied to IoT data. The work of his teams has been awarded two times with the Computer Honors Award, at the United Nations for Aging Initiative and received the Disability Matters – Market Place Award.

      He is the author of five books and member of several boards including the Scientific Advisory Committee at McMaster Institute for Research on Aging (MIRA), Global Management Innovation Institute(GIMI) and the Humane Technology Lab at University Cattolica del Sacro Cuore of Milan.


      Mr Andy Briggs

      Chief Executive Officer, Phoenix Group, and Government Business Champion for Older Workers


      Andy Briggs was appointed Group Chief Executive Officer of the company in March 2020 and has over 30 years of insurance industry leadership experience. He is also a qualified actuary. Most recently, he was CEO UK Insurance of Aviva plc until April 2019.

      Andy is a board member of the Association of British Insurers, a Trustee of the NSPCC and Chair of their Income Generation Committee and also serves as the UK Government’s Business Champion for Older Workers and for the Ageing Society Grand Challenge.

      Andy was awarded an MBE in the 2021 New Year Honours for his personal external fundraising work for over a decade, for the NSPCC.
